#1 ...The no-open-carry is something of a hangover from Reconstruction and the Jim Crow days, and frankly, even with the best of intentions that stuff is hard to shake.

However, there is now a LOT of support for OC, and I would not be surprised to see this signed into law in there very near future. We didn't have the same problems Certain Other Places (TM) had this last summer because of CC and a forceful law enforcement presence - OC will go a long way towards keeping it that way.
