#15 Despite the FAA announcement, SpaceX is still preparing for test. They've released SN9's fins from tie-down and Boca Chica village is being evacuated.

(Evacuating the village is standard procedure for a launch. There are only a handful of people who declined to move out.)

#25 Its pretty simple: get one of those former deep sea oil rigs he is refitting, load the rockets on it, take it out to the Gulf in international waters, and flip a great big bird to the FAA.

Push him hard enough and he can offshore the whole thing to a private islend if he wants to. The whole thing in Boc Chica is pretty "rough field" setup on-purposed, to help work toward assembly in a non-industrial area, like Mars.
