#2 I don't see the point.

Under the 25th a President can ultimately be relieved of duty against his will by a 2/3 majority in both the House and the Senate.

For impeachment and removal from office a simple majority in the House and 2/3 in the Senate is sufficient. Also there's no need for a declaration signed by the VP and some other body.

#3 ^ what you don't see is an attempt to replace the government with a Parliamentary system. The states and the people are just consulted, but the legislature picks the leadership.
