#2 ^Within the Home Front Command - part of IDF. That's solves both the problem of professionalism (you'd be surprised how many epidemiology experts don't understand the basic epidemiology models) and enforcement - in emergencies, Home Front command uses recruits from basic camps for enforcement.

p.s. It has an authority to cut electricity & water to specified buildings.
Like if you're running a restaurant contrary to quarantine regulation, your water and electricity get cut off. And then a bunch of Golani recruits will come to arrest you.
