Not so much a 'pipe bomb', more like somebody's firework item.

Small explosion, not much noise (more of a 'poof'), some smoke and nobody within range.

Even an M-80 would have been more dramatic.

#11 Protesters should observe the 10 second rule. If it looks like a pipe bomb jump on it and count to ten. Then count to fifty. If it hasn't gone off yet it probably won't.
