#3 So many years now Philadelphia has had bad areas. Even the Police would not enter alone but with at lease two for their own security. I would suggest no go zones. Let the local warlords rule. No delivery service. Postal, Milk, on and on. Insurance coverage to high. Safety of employees not provided. You can say this about Baltimore. No security; do as many are now, leave. Most have no families. Their family today are the M13 or Crips.
