So the establishment of CHAZ by or with the consent of the local government was a necessary element of this arson.

Why aren't the mayor and/or other local politicians responsible for enjoining the police from responding within CHAZ charged as well?

BTW since he's being charged by the federal government, was there some federal institution located in the building that was burned down?

If yes, who ordered the federal institution to vacate the premises?

Did elements of the federal government actively facilitate the establishment of CHAZ?

#6 Arson and Federal Law

In addition to state statutes there are also federal laws. The basic federal arson statute prohibits the willful and malicious setting of fires within the maritime and territorial jurisdiction of the United States. This applies to any of the following:

Buildings;
Structures or vessels;
Machinery or building materials or supplies;
Military or naval stores;
Munitions of war; or
Any structural aids or appliances for navigation or shipping.

Federal arson laws also cover the attempt to start the fire or entering into a conspiracy to do so.

#7 I duckduckgoed a definition of “special maritime and territorial jurisdiction of the United States”.

This seems to be the relevant part for this case:

(3) Any lands reserved or acquired for the use of the United States, and under the exclusive or concurrent jurisdiction thereof, or any place purchased or otherwise acquired by the United States by consent of the legislature of the State in which the same shall be, for the erection of a fort, magazine, arsenal, dockyard, or other needful building.
