#1 If you are playing Sim City and your Sim citizens are leaving, it means you are doing a crappy job of running a city. I suspect it works the same in Baltimore.

Lost could mean anything. How many were murdered? I was going to guess one fourth to one third of them, but the actual number for that stretch is 2,395 (excluding 2019 - no official # yet), so it's a tad under 10%. So they have that going for them...
