#1 His order flat-out banned its use for COVID-19 patients; there was no "hospital exemption". It required a diagnostic code on every prescription, so pharmacists could be punished for dispensing it for off-label use.

And when you're in the hospital, they still require prescriptions and get them filled by a pharmacist.
