#4 The following comment shows how bass-ackwards most of the quoted articles logic is:

2004 presentation by Thomas Barnett which is the opposite of the previous quote: the world has civilized places and chaotic places and he proposes that "if we want to fix it we should reorganize the US military accordingly". Barnett may be a "Neocon's neocon" dreaming that we can fix the world, but a nefarious plotter.... *snicker*
