#2 One man can declassify any and all of it. Would be interesting to see what happens in both Deep State offices. Should be hand walked through. Me, I'd send armed Marines (who are not subject to Posse Comitatus as it is specifically directed at the Army not the Navy, which has something to do about using the Army during Reconstruction to enforce the law.)
