#3 It may have to do with a transient nature of the population. People arrive and register to vote. They stay for a while and then move on without canceling their registration. Eventually their will be more registered voters than the voting population

#4 Make it a legal requirement to "unregister" when you move before you can register in another jurisdiction. It's done now with drivers' licenses and nobody squawks..

#6 No, make everyone re-register, in person - with proof of citizenship, every 4 years. You renew your dirvers license you can re-register to vote.
And ban Motor-Voter.

#8 There is a lot of this around the country. In Colorado it's the wealthy resort counties. People register in their timeshare address and vote while also voting in the home state.
