#3 If the official was working overtime, I can see a reason to use an underling for personal errands as both of theirs time is better spent.

If my staff work late at my request we get them food etc delivered. Same with me.

#7 Aids do just about everything for them. They are expected to and understand this before accepting the job. There is something else going on here. I suspect DOD was after him for being outspoken on some issue.
