So sort of what America experienced in the 19th century and most of the 20th Century up to 1941. Didn't seem to be much of a problem then. The military was kept small except for the Civil War. Even then most of the formations were states militia not the regular Army. WW2 was the exception that the ruling class turned into a 'rule' to adjudge things by while in large part exempting themselves from the 'rule'.
