#2 Please make sure that graduates of such programs have their diplomas, and their professional certificates, stamped with a (Scarlet) "E" for equalized diploma.

Make sure that any surgical operation performed by "E"-diploma surgeons, and any bridge or plane designed by "E"-diploma engineers, be announced and labeled as such so that ordinary citizens whether or not to go under the "E" knife" or cross the "E" bridge or board the "E" plane.

#3 The "problem" is the grade is trying to do 2 things.

1) show competency.
2) show peer-ranking

It CANNOT do that with one value.
