#1 Demilitarize Ukraine entirely and make it a neutral zone. Finlandization worked well during the Cold War.

We have zero, absolutely zero, national security interest in Ukraine. Settle this and move on to more important matters. Like, you know, containing China.

Get back to the situation that Bush promised Gorbachev-- no NATO expansion beyond the already provocative expansion in to Poland, the Balts and Romania.
