#2 Simply insist everyone sign a 'consent to no-notice poly and drug testing' as a condition of security clearance issuance, periodic re-investigation (PR), and employment. Discreetly test one or two and the word will get out. Voluntary resignations and request for re-assignment will be forthcoming.

Refusals should have their clearances suspended and be re-assigned to the off-site typing pool (F-Troop) pending transfer or discharge.
