#2 The problem is that the military reaction to 9/11 was politically decided to be not an act of retaliation but therapeutic intervention.

The name "Infinite Justice" at least implied retribution which is why it was substituted by "Enduring Freedom."

9/11 is an established precedent that is rendering Western deterrence less than credible.

Iran, as a somewhat rational actor has no reason to be deterred.
