#3 The Hizbollah infiltration of South America began in the late nineteen eighties when Paraguayan diplomats sold thousands of passports and official documents to Hizbollah actives in Lebanon. Many settled in the tri-border (Argentina-Paraguay-Brazil), from where they have caused trouble for decades. Washington should initiate even tougher measures for any Muslim traveling from South America and seeking to enter the USA.

Targeting diplomats, et.al. and their pouches.
Must have intercepted a whisper about nere-do-wells transporting bad things into the country for distribution to other visa holders of common origin.
