#1 Ali al-Haj (Muhammad) -- Birgit tribesman and Darfur-born. Since the 1980s an Islamist ideologue and self-described "expert on southern Sudan" Sometimes called a "black" Muslim from the South. In July 1993 became head of Bureau of Federal Affairs, a front for installing Islamist cadres in minority regions. The ministry was created specifically for him. He was also a deputy chairman of Bashir's Revolutionary Command Council. Held many positions in the military government and is considered an associate of the present military junta.
