a contribution from a US citizen goes to a USA 'charitable' org that then donates to a different USA org that then donates to an off shore org which hires a contractor to do 'stuff'

yes in a sense it is money laundering and its legal unless a person in the front of the chain knows that the funds will be used in the back of the chain for a crime (in which case it would be racketeering)

money laundering in the criminal sense is using funds obtained illegally to buy legal products or services and then subsequently sell those products and services to obtain 'clean' funds
