#1 it could be won if enough Afghans really supported the govt and were sufficiently competent to make up an effective military force

but sadly a huge number don't support the govt and of those that do a lot are beholden to tribal interests above the central govt and of those that aren't many are so poorly educated that they make poor soldies

and then there are many afghans who actually support the Taliban or the Islamic State

#2 This still begs the question; why are the talibs able to persevere to such an extent? They are all the above like any other Afghan.
