#2 Doesn't seem like there's a beach.
Room for some Las Vegas type 'target' golf courses.
About the only appeal is shared borders with IRAN, TURKEY and SYRIA to act as a buffer against the invasion of Saudi Arabia.

#3 Close Incirlik AFB and open Kirkuk AFB.... Of course we could name the new base in Kirkuk "North Wheelus Air Force Base"....just so we can feel nostalgia when we get kicked out of it eventually.
