#1 FWIW, the IRS hasn't been enforcing the individual mandate penalty since the 2015 tax year.

#2 #1 They may not have been enforcing the penalties but many have been paying the fines. They don't want this over the heads in the years to come. Next election should Democrats gain power IRS will come after everybody who has not paid and then added penalties. Most are not politically connected and hence protected as with Al Sharpton.
