#3 Actually that is a very good idea and we should make our own version. It would be very useful for trans-Atlantic cargo and travel across the Pacific.

#4 Remembered reading an article about a bunch of people building a thing like this - the project was terminated once they grasped that what they're building was a (very) low flying plane.

Why build a Ekranoplan if you can spend fractionally more and build a more versatile cargo airplane? Same logistics to keep it running. In WW2 various nations deployed tracked Anti-Tank Cannon, the Germans called theirs Panzerjaegers and the Americans Tank Destroyers... After the war the Gods of Logistics pointed out that if you wanted to kill a Tank with an AFV -- just build another Tank.
