#1 Proper dam design includes an emergency spillway, so unexpected peak flows are controlled. Like that dam in California a few months back. The one where the emergency spillway was nearly washed away.

#12 @ #1 The Orville dam blowout was 16 months ago and they are still working on an epic $1 billion restoration project. At its worst, there was more water flowing through the breach than Niagara Falls(!) at flood stage.

The main cause of the spillway failures was Governor Brown's neglect of proper maintenance. So this was also due to Communist party failings.
