#1 Any competent counterintelligence (CI) damage assessment would immediately default to a compromise of data and recommend corrective actions. This is not rocket science.

We are now learning that USG data had been taken from the Congressional networks and placed on outside servers. And, since the IT staffers (Imran Awan and family members) also worked for members of the Intelligence and Foreign Affairs committee members, the probe is also looking into the compromise of classified information.

It is also reported the Rep. Debbie Wasserman-Schultz (D-FL) has hired legal counsel in the matter.

No need to meet with your Case Officer, or fiddle with time consuming foreign travel, PM (personal meetings), dead letter drops, just provide him or her 'off-site' access and voila !

Not inclined to agree with the 'blackmail' angle. Far easier to use it to determine US plans, policies and ops in various interest points like A-stan, Arabian peninsula, South China Sea, Indian subcontinent, et cetera. Might also be of use to various and sundry lobbyist outfits and interest groups (foreign and domestic) that deal with Congress.

#12 The amounts of money paid to people with no real experience or existing relevant business, even after they were no longer able to perform their job, points to blackmail IMO.

Although with material that predates access to the Congressional systems, which in turn indicates foreign intelligence involvement.
