#3 Simple solution here is to stop by "Accts Payable" and run a list of expense reports reimbursing employees for travel to these conferences...You think these folks paid for the airport shuttle to the conference hotel out of their own pockets?

#4 It can't be overly difficult to flip one person there and at least get a few names. If not, repeat the process on January 21 and take a blowtorch (metaphorically speaking, of course) to the place if they again refuse to cooperate.

#9 Take out an Organization Chart and directly contact the top two tiers of permanent, not political appointed, government officials. Require signed receipt of this warning letter, warn not to destroy any documents and have the information requested ready January 20 on penalty of termination January 21. See who blinks first.
