#1 Progress is probably slowed by the Shia Iraqi forces making sure that they "cleanse" all inhabitants of Sunni Fallujah, as they clear the city.

It must be hell to be a Sunni in Iraq. Your choice is between getting brutalized by ISIS, or killed by your Shia countrymen.
