No stuttering or stammering, a completely evasive answer of non-committal. After all, his time must be devoted to visiting rappers and other urban varmints. He's a man of strict priorities.

A competent and ethical Executive branch would have pressed for a governmental response, instead of forcing the survivors to litigate in the courts.
