#2 Cruz's move is smart.

If the IRGC are designated as terrorist, it places the IRGC under the sanctions against terrorist organizations. This would put a big crimp into the Obama regimes sanction relief plans.

Of course, if Obama could chose to invoke some magic thinking that pretends the law doesn't mean it.
