#1 Iraq govt troops and some anti ISIS Sunni milia in Ramadi were probably redeployed to help out in Tikrit.

This was an opportunity for ISIS which has had Ramadi partially controlled or surrounded for some 18 months or so.

#2 Seems like the Shiites pulled out and left under-armed Sunni locals in their place. Meaning the latter let the IS in. Willingly or unwillingly is the question.
