#2 I strongly suggest that they only pay upon delivery, and after successful testing against all purchase specs.

The scuttlebutt is that these turkeys will be able to do nothing very well, in order to able to do many things in mediocre fashion.

I'd wager that 'IS industries participation' was not the only caveat. How long will it be before the regime pulls the rug out from under IS on this one ?

#7 Three card Monty with books (Hollyweird bookkeeping). Back in the 70s they hide the cost overruns on the Shuttle in DoDs budget not NASA. "It's going to cost more, take it out of their budget". Now they're going to cover the overrun costs in 'foreign aid' rather than DoD's procurement debacle.
