#2 That OS, is often why the Euros went 'colonial' on the place. The locals were unable to fix the 'problem', so they stepped in. Can't really discuss that these days because of all the 'White Man Guilt' sold by the Left for decades. One of the reasons they refuse to address situations like these is because would undermine generations of the dogma of hate they've subsisted upon.
