Maybe things would be different if a war were fought with unshackled ROEs.

#3 The ISIS/ISIL will likely have to contend wid both the US-ALLIES + IRAN iff they get too close to Baghdad + the Shia-led Govt.

Both US SecStates Kerry + Colin Powell have made similar remarks about Iraqis-n-only-the-Iraqis, the Iraqi-Army-n-only-the-Iraqi-Army [Armed Forces], ultimately being the one to take back their lost territories = country.

Ordinary Iraqis have to know that their Armed Forces can effec protect + defend them from any + all enemies, while the ISIS/ISIL per se has to know + feel that they are, or will be, de facto defeated by same.
