And why is that, exactly? There are two reasons to throw people in prison. One is to punish them for being naughty. The other is to keep them away from everyone else.

Unless you are playing catch-and-release, a strategy more appropriate to fishing than war fighting, I'd say we are looking at reason #2 here. Would you want these guys living in *your* neighborhood?
