#2 NON-lethal aid? The best outcome here is for everyone to kill everyone else. Not to appear bloodthirsty, but these people need something to occupy their time. They don't do hobbies or sports like normal folks and killing seems to the only thing they have a knack for.

#4 Provide whoever is losing with plausibly non-lethal but easily convertable aid to ensure they keep killing each other. That policy kept Iran and Iraq occupied for years.
