#3 They're more concerned about getting sued. The burglaries that this set off haven't yet involved any confrontations, but the odds are going to run out on that.
Let's say, hypothetically, a woman who moved and got a permit because of an abusive ex / stalker situation, and the guy sees her new address in the paper and want to see how she's doing. Some body ends up with a 'severe injury'.
You KNOW there's a lawyer in NY waiting for this.

-concealed carry classes reach unbelievable numbers
-farmers and ranchers give a sigh of relief that the government's attempt to take their property through the gift tax is delayed
-Ashland beats minneola by one point in basketball, play again tuesday in first round of league tournament

Kind of boring news huh? That is why all relevent shit starts in the northeast by Yankee elites
