#2 That would be Fred's automatic translating program, AlmostAnonymous5839. He instituted it as an option for submitted articles when he was under attack by that horrid Righthaven. If you click on Post Your Own Article at the too fo Page 1, you'll see the Translate button at the top right. If you highlight the article text and click on Translate, it will do so. I use it for all the articles I submit, so that Fred is covered in case another Righthaven appears, and because I like many of Fred's automatic in-lines, to which I add my own. Not everybody chooses to, though, including some of the moderators.
