#1 Finally Assad has done something right. I'd bet you observers will be placed near Turkey. This will temper outside interference knowing they will be observed. Just a hunch. What better chance to stay in power(or relocate safely)with Russia, China, and now perhaps an Arab plan on your side. We have seen others fail to hold onto power. In the old days Russia would be there in big numbers. China would only send troops to demonstrate they are a superpower, a force in a new world order of their making. I don't see that happening myself. I believe they care little for what goes on in other countries. They look the other way. That's why they are doing so well in Africa. Putin however needs to show leadership. The peace maker. This will dull his detractors in Russia.Gas line to South Korea, energy to Europe, this is an important area of stability. Winter is here. Stay out then let energy spike. Some would like to see that. Do nothing. Play it safe. Work with new leaders and support Arab plan. That may work also for Putin.
