#1 RUSSIA's argument is that US-NATO Milfors are unlikely to withdraw from Afghanistan unless the Terror Threat to US-NATO global interests from same is fully eliminated, hence iff the Terror Threat is gone the US-NATO have no cause orneed to establish permanent Milbases.
