#2 I'm a little more optimistic. The US decided to create the Iraqi AF from the ground up. So its most senior people are maintenance, airbase operations and cargo logistics. Soon its most *junior* personnel will be its combat pilots.

That is the exact opposite of the USAF. But it also means that if the base commander is a maintenance guy, there is going to be a LOT more emphasis on maintenance.
