Yep, having your luxury hotels blowing up does give the impression that law and order is lacking.

#2 Looking at a attack vid, I was not impressed that cars/trucks could pull right up to the hotel's main building w/ only a flimsy guard shack for protection. In that part of the world, the main building should be barricaded off 360 and all deliveries, including guests, should me made to annexes.
