#1 Duh.

Keep in mind as well that the Iranian program actually goes back a lot farther too - like the late 60s. The Shah ordered it and we knew it.

#2 It seems that Pakistan had deployable weapons before India.

Rajiv Gandhi ordered weaponisation in 1988. Pakistan had already tested a missile deployable warhead (at China's Lop Nor test site) in 1983.
