#1 Stingers have a 'shelf' life. If these are left overs from the Soviet-Afghan War, the batteries are well beyond usefulness by now. It becomes a Strela at best.

#2 If they shoot down a helicopter would they still just get caught, have their weapons confiscated, get a few good meals, then be released?

#3 Depends on what the Rules of Engagement state, and whether they're applied across the entire Combined Task Force or whether each nation has its own.

You have heard of Rules of Engagement, right? I'm sure Tom Clancy mentioned them in a book or two. I dunno about any of the Chuck Norris movies, though.
