#2 since Pakistan became a nuclear weapons state, the chances of a nuclear conflict between India and Pakistan seemed to be a very remote possibility.

However, a localised conflict, which is maintained within a certain threshold and does not lead to an open war, could not be ruled out in future.

Yeah, that will last right up to the minute that someone (guess who?) starts losing badly.

Mutual Assured Destruction worked as a deterent in the US vs USSR because the participants were about 30 minutes apart as the ICBM flies and it was difficult to strike first without a reply. India and Pakistan are only a few minutes apart, making a sucker punch almost irresistable.

#3 However, the US sent Richard Armitage to advise both Pakistan and India, mostly Pakistan, that if either used a nuclear weapon against their hated enemy, the US would then annihilate the user with nuclear weapons.

Both sides were then obliged to sign off that they had received the message.
