#5 I should qualify that a tad. General Petraeus and other top brass have an obligation to advise and make recommendations to the Chairman JCS, the administration, and POTUS. The extent to which these recommendations are made public or acted upon is held at the decretion of the recipients. Only a guess, but it would stand to reason that Obama's National Security Advisor, retired USMC General James Jones has been instrumental in guiding and tutoring the administration's actions. I am sure this effort will continue until military and administration goals reach that inevitable fork in the road.
