#2 Frank G, you get it. You cannot fight savages with 'civilized' tactics. You can and should offer the savages civilized alternatives, but if they insist on behaving savagely, you have to crush them, savagely. Many naively believe the contrary, to their eventual dismay (see, e.g. Neville Chamberlain.)
