#2 gromky, maybe the hospitals have the facilities for identifying the bodies? and cleaning up the corpses so the families don't have to deal with that ghastly gob before the funeral?

#5 Denial - "He's not really dead - the hospital can save him." I've seen this in several places, mostly other second- or third-world nations.
