#1 Low Earth Orbit is worthless except as a a stepping stone. The chinese will waste a ton of money on this pride project (assuming they are not just making claims now, knowing nobody will hold them to them).

If you want to have a military space program it's not a space station you want. It's a suborbital space plane that would not have a predictable orbit and could get anywhere in the world in 90 minutes or less dropping a cement bomb at terminal velocity onto the target. I've heard rumors the US has such a beast.
